i had a tankini from old navy as well and it has string on the side...if yours does as well, i use to tie the sides to the bottoms, so no floatint about!! i use to take water aerobics so it was easiest just to tie myself together!!!
 

You are welcome to my black tankini that has a cute empire waist and HUGE bottoms that cover the tummy. I don't think I got in water up to my arms, so I don't know how it would react.
